You can only buy one off another player, since it is a rare there is no other way to get it.
It was dropped on Christmas 2003 as part of a Gift obtained from using a Christmas Cracker on another player, one player would get a party-hat and the other would get a toy. The party-hats colour was random.

∙ 7y agoYou cannot make a party hat in Runescape. They were drops in the 2001 Christmas event. They were useless at the time, but now they are one of the most expensive items in Runescape.
The only way to get a party hat now is to purchase it from the GE or another player.(WARNING, PARTY HATS COST UPWARDS OF two billion GP)

∙ 14y agoThere is no cheat for anything in Runescape. Only private servers such as, Moparscape can give you codes to get random items. There is no way to cheat in Runescape by codes but you can use bots. That is highly "illegal" in the game and will be detected almost immediately. Why cheat, have fun and play fair.

∙ 14y agoNo, the only way to get a party-hat nowadays is to buy one off another player for an inconsiderable amount of money, these were a rare drop in 2003 and party-hats wont ever be dropped again.
