There are various places; I suggest you consult online guides - the official ones from RuneScape, or other ones. One place is the mine south-west from Varrock. Another one is north of Al Kharid. There are others, too. If you want to take the iron to the bank, I suggest using a teleport. If you want fast mining experience, it is faster to mine the iron, then drop it.
You cannot mine steel. Steel consists of two coal and one iron ore smelted together to get a steel bar.
