The half moon cut out on the crank sprocket aligns with the arrow on the oil pump housing. If you don't have service manual with a sufficent picture you need to go get one. This timing chain is very complicated.

Your 1998 Mazda 3.1 liter engine does not have timing marks on the crankshaft. The timing marks are on the engine flywheel.
The oil pump is in the timing cover and is driven off of the crankshaft snout. You have to remove the timing cover to replace it.
If the marks on the sprockets line up with the plated links, the timing is correct.

The timing marks are on the timing belt cover on the front of the engine right above the crankshaft pulley.
