A child is still growing up and therefore not fully responsible for their behaviour. In view of this "condemned" is not appropriate.

However, a child should not be allowed to get away with unacceptable behaviour or they will not learn what is acceptable and what is not when they become adult.

This is absolutely rude and inconsiderate behavior. Take him aside, when the kids are not present, and tell him that this is unacceptable. It is not cute and it does not set a good example of what is courteous and respectful behavior when another person is present.

Is it normal for mothers to like their first born more than their second?

A mother should love their children equally, as they are their children. Each child has its own personality, and as an adult we should recognise them for who they are. I would have to say that there are mothers that pay more attention to one then the other, but I feel that is unacceptable to spoil one and not the other.

Why parents should not be blamed for their children's failures?

It many cases they should be. Often children are not properly supervised and controlled when young, so they grow up thinking they must be allowed to do anything. But on the other hand, there could be parts of a child's personality that prevent it from performing well, regardless of upbringing.

How should you position yourself and interact with children when observing?

If you are observing children you don't interact with them, but sit and watch as far back as possible and if possible behind one way glass. You presence in the room can change behavior and what you want to do is watch the behavior of children in the most natural way. This is the purpose of observation.
