No. Not just because of their breed, anyway. It should be like any other dog, if it's aggressive and is a danger when un-muzzled, yes. But breed isn't everything in a dog. Dogs are not just born killers, humans create the killer in them by not fulfilling their needs. Anyone who has a dog like that has an obligation for the safety of others and the health and happiness of the dog to get the dog help.

No. Responsible dog ownership should be expected of all dog owners, not just of owners of targeted breeds. Banning any given breed of dog has historically proven to be expensive and difficult to enforce, and ultimately does not reduce dog bite incidents. Dogs that attack do so because of improper and irresponsible ownership. Laws aiming to reduce dog attacks should be directed at enforcing leash laws, encouraging spay/neuter, cracking down on animal cruelty, and promoting responsible dog ownership, for any and all breeds of dog.

It depends on the dog's behaviour and temperement. If the dog tends to snap at people or bark and growl, then it should wear a muzzle, but if it is perfectly docile and friendly, there's no need for a muzzle.

No, pit bulls should not be banned. Banning a certain dog breed does nothing to lower dog attack rates, and actually ends up wasting money on something that isn't working. When you ban a breed it doesn't matter what the temperment of the dog is; how sweet or loving it is. The ban goes by looks alone. Studies have proven time and time again that BSL doesn't lower dog attacks, just attacks by that breed.

Pit bulls can be just as loving and sweet as any other dog, but they can also be aggressive like any other dog. Breed makes no difference; it's the humans that do.

Banning a breed of dog does not reduce the total number of dog bites. Dogs that bite are typically owned by irresponsible owners. Even if a breed is banned, an irresponsible owner may choose to ignore the ban, continuing to be an irresponsible owner with the banned breed, or they'll move on to another breed of dog. Which they'll also handle irresponsibly.

Also, banning pit bulls is not likely to reduce illegal dog fighting. Again, dog fighters are criminals. They will continue to be criminals even with a ban in place. Banning a breed of dog only punishes the responsible owners.

Staffie's should not be muzzled unless they bite or bark or go for other dogs if they dont do any of those then they dont need to be muzzled.
