This is a highly reguarded subject in the forefront of many current events that leads me to believe we unwillingly are being cut out of this very process. While times and the world around us has changed a lot over the past 200 some years, rarely has circumstances deemed necessary a ratification to the basic principles upon it was created for. But under any circumstance that it becomes an issue to consider, it must be a democratic process that is an agreement of a General Election of the citizens, not through a Presidential Directive. This is a tyranical act of power that must be totally unaceptable.

The constitution's amendments can be changed or added. For example, the 18 amendment in the constitution prohibited people to drink. Of course only a few followed this law, so the 21 amendment, overwrote the 18 one, allowed people to drink again.

no because it has to be ratified or receive a majority vote which would let it be ratified so if no one chose to ratify it the constitution would not go into affect

to ratify means to approve. and nine states have to ratify (approve) the constitution to put it in affect.
