Should the front drive-shaft in a '96 Cherokee turn while only in 2WD?

4WD shouldn't be operated while on dry concrete or asphalt. Not

only does it affect steering, it also wears tires and can stress

the drive train. While you should be able to turn the steering, the

vehicle will tend to drag when you try to take a turn if it's in

4WD.
