No. Small word such as 'the', 'or', and 'to' should not be capitalized. Unless it is the first word of the title (example 1), then it should be, but if it isn't the first word, (example 2) then it should not.

Example 1: "For Colored Girls"

Example 2: "Dinner for Schmucks"

Yes. The rule of thumb is all words with the exceptions of articles and short prepositions are to be capitalized in titles.
