After a week, you should go to a doctor if it is not clearing up. The longer you wait, the harder it is to treat.
Most likely it is a sinus infection. You will need to call your doctor and possibly get some anti-biotic. Also while your there they can probably run some tests to ensure that it is in fact a sinus infection and nothing more serious. Your body could probably fight it off on its own but the doctor is the best route to take.
In general nasal congestion is associated with sinus infections. There can also be a lot of post nasal drip. These can make breathing through the nose difficult and can make you choke as well. Having said this, shortness of breath is more often associated with lower respiratory infections such as bronchitis or pneumonia.

A humidifier would easily clear up the sinus infection. I also recommend Vicks Vapo Rub (which i own no copyright to). I use that whenever i have a sinus infection. It clears me up very quickly. Drink lots of fluids, and a little unorthodox, but putting icy-hot under your nose and on your chest will also help.
