For a guy, yes, because boxer briefs will cause ingrown hair.

For a girl, no. Shaving will NOT make the hair grow back thicker and/or more quickly. That is a total old wives' tale. I've been shaving my legs since I was 10 -- nearly 17 years now -- so if that were actually true, I would have to be shaving my legs every 5 minutes by now. The same would be true for most other women, as most of us begin shaving around ages 10 to 13. But after all these years, I still don't need to shave more than a couple times a week.

However, the hair on your thighs grows in different directions (especially on the back of the thigh) so shaving that area is tricky. Often you get ingrown hairs or infected hair follicles. Which is why many women choose to wax instead. But there's nothing wrong with shaving; it works, it can be done in 10 minutes at the spur of the moment, and it's nowhere near as painful, complicated, messy, and expensive as waxing.

Of course a guy can shave his legs. Men can shave any part of their body they choose -- it's a personal decision. Many men shave their legs, armpits, chests, and even arms and pubic hair. Some men even shave it all. It's all "normal" and acceptable.
