Of course you should. You owe it to her to tell her about your feelings before she makes that kind of decision. Also, you say that you are sure she likes someone else, so it sounds as though you are friends with her. So before you do, make sure that you weigh the risks with the benefits, i.e. losing your friendship with her vs. discovering your true love. And anyways, the worst that can happen is that she says no.
