If she doesn't want to tell them, then there's obviously got to be a reason why. But, the parents should know that you are dating. Don't go behind her back and tell them, because then she would be annoyed at you. Ask her the reason why, and if she refuses to tell you, try to convince her to tell them herself. She's either probably not that close to her parents that she doesn't think it's any of their business or scared and embarrassed of telling them the truth.

As far as I know, it is never illegal to date. My opinion about your parents not liking him is that you should ask them if they mind you dating the 19 year old. If they don't MIND then go ahead, but if they do, then listen, parents usually have a good reason for things.
