You can't get witches on The Sims 2 open for business. You need to have The Sims 2 Apartment Life. If you have that, you must go to a public lot, and just wait for a witch to arrive on her/his broom (they arrive by the mailbox-place). If you want your Sim to become a witch, you must become friends with the witch. Then, when you two are good friends, you can ask her/him to learn about witchcraft (or something similar). And there you go, a witch :)

This cat never ages and sparkles and is a different colour depending on what type of witch or warlock you are. For example, if you are a 'good' witch you will get a white spectral cat.
