You will need to remove the dash panel and replace the bulb.
I suggest you pick up a repair manual from the auto parts store so you don't damage something.
The hazard and blinker lights are located behind the dashboard tray. To fix the fuse, you unfortunately had to take the dashboard out.

Check/change the fuse associated with the blinkers.
Replace the blinker relay, located on the fuse panel. Buy it at any automotive parts dealer.
Try and replace the blinker switch. Iits a round thing under the dashboard on the fuse panel. It should be clearly marked.
There is also a light bulb in the dashboard, although most newer cars use LED's. The only way to fix a dashboard lamp failure is to remove the dashboard itself, which can be a complicated procedure dependent upon how new the car actually is. Some dashboard assemblies are "modular" which basically means that they can't be repaired, rather replaced and the old one just thrown away.

There could be numerous problems that may cause this fault. Personally, my blinkers started going out (working sometimes and sometimes not) and what I found out is this...The flasher switch that is located in the dashboard above the radio is faulty. When my blinkers do not work i just tap down on the flasher switch without turning it on and my blinkers work again. Shotty electrical work in this car if ya ask me.
The blinking red light in the dashboard is an indicator that your anti-theft security system is armed and working.
Maybe your blinker realay is out.
A fast paced dashboard indicator light usually means that there is a failed bulb somewhere on that circuit. Check all the bulbs including side markers and mirror lights if equipped on that circuit (left/right).
