You can't refinish it. Laminate is a form of plastic. I'm sorry to say, but your floor is probably ruined beyond repair. You can try to remove the shellac, but be prepared to tear out the floor instead and replace if this doesn't work. I'd try a bit of citrus-based stripper on an inconspicuous area (closet?) - it will easily remove the shellac, but might damage the finish on the floor. (Can't be any worse than what you have now, right?) The citrus-based strippers work just as effectively as harsher chemical strippers, but seem to cause less damage to other materials. I've used it successfully to remove stain and polyurethane from vinyl windows, with no damage. Once done, clean the floor well with a laminate floor cleaner or window cleaner.
If you painted laminated presswood I will assume you applied primer first. Otherwise everything you do to that surface after you painted it, is a waste of time. Latex and laminate do not a match make. I paint and refinish hardwood floors and one of the best and longest lasting clear finishes I've used is Pro Finish by Parks.

If you sharpened your thumbnail and painted it with Ricin, then yes, twelve different scratches would be sufficient to be fatal.
flxking might occur due to a number of reasons. i.e. The ceiling has been damp and dried out causing flaking The ceiling has a differing paint on its surface when then painted later The ceiling was NOT primed correctly before painting The cieling is a in a very cold/damp environment and the paint needs to be more external grade rather than internal grade. etc
Wallpaper can be painted over, but it's a BAD IDEA. Sooner or later, the wallpaper will peel. When it does, the paint will be compromised and you'll end up having to refinish the entire wall. It's a much better idea to remove the wallpaper. Then, clean & sand the surface before painting. Anything else will ultimately be a waste of time.

DO NOT REFINSIH. REPLACE IT. You cannot see age defects in a board that has been painted or recoated with a finish. A diving board is a LIABILITY. NOT A GOOD IDEA!
