The Locking system is based on vacum. The small vacum pipe that feeds the door does sometimes come loose on the joints. The joints that I found to be the problem are 1) In the boot under the carpet. 2) Under the rear seats 3) in the rubber joint that connects to the door. This rubber joint is expandable and the vacum pipe for the particular door does join the "plug" inside the rubber joint. You can pull the joint apart, but be careful when re-assembling.

I am an owner of a 2000 Jetta and I've wondered the same thing...as far as I can tell by the owner's manual the Jetta does not use "power steering" fluid it uses "hydraulic" fluid (Pentosin CHF 11S Synthetic to be exact). I've also just found more about it at: http://www.germanautoparts.com/Volkswagen/Jetta/Steering Hope that helps!
