Chemical properties depend on
electron configuration. By either
gaining or losing electrons, an
atom changes its electron configuration and therefore its chemical properties also change. The atoms of an element will
react to achieve a noble-gas configuration. The atoms will either
gain or lose electrons to achieve
such a configuration.
Neon (Ne) is a noblegas, as such it already has a filled electron shell (8 valence electrons) and don't form bonds to other atoms. So zero bonds, it is happy all by itself.
