I would just leave it alone. Remove the lower radiator hose to drain and flush the radiator. You don't really need the petcock.
The 2003 Nissan radiator petcock is located on the bottom of the radiator. The radiator petcock will be in the center of the radiator bottom.

Assuming you mean the radiator petcock, no. The bottom of the radiator is probably loaded with crud or radiator sealer somebody put in.
Typically there is a petcock valve on the lower left side of the radiator, unscrew the petcock to drain the radiator. On radiators without a petcock, you would remove the lower hose to drain the system. (Quite messy!)
raise the hood and looking at the radiator, the drain petcock will be on your right hand side at the bottom.
