Im not sure, but it was not George Washington, George was president after the constitution was created, that includes the Bill of Rights. So who ever was still in power from the Articles of Confederation...

George Washington's.

There were 12 of them proposed in 1789, and the 10 that we know as the Bill of Rights were ratified in 1791. Washington served from 1789 to 1797.

George Washinton was president when the Bill of Rigths was added to the Constitution. He was inaugurated in April of 1789 while the Bill of Rights was added on June 8th of the same year.
