Japan's "Nationalism" may have led them to demand equal shares of tonnage. On the other hand; Britain & the US had "two" ocean navies, Japan didn't. So that was a partial explanation for the 5:5:3 division. Italy ignored the Washington Treaty. Germany wasn't affected by it. In the early 1930's Germany & Japan walked out of the League of Nations.
