Ethics may or may not be enforced, whereas laws are supposed to be. Ethics if they are codified are usually done so unofficially, while laws are codified by a government. A violation of ethics may also be a violation of laws, but not necessarily. Ethics may be personal as well as collective, and laws are intended to apply to people collectively. Ethics may vary among people and institutions, and laws are supposed to apply equally. All ethics are ethical, not all laws are ethical.

Laws are the rules that govern us all, ethics is the study of the "appropriate" behaviour for a given situation, usually relating to morals. Laws are made to be unambiguous and reflect the "ethics" of the society in which they apply. Ethics are not always black and white and as such could never be enforced as "law". It is the difference between science and philosophy.

Ethics and law are the same in that you should abide by both. They are both restrictions on your behavior. Although ethics are a more personal choice.
