The federal government the Civil War in a variety of ways. The first was by the Morrill Tariff, which easily passed in Congress due to the main critics of tariffs, the southerners, no longer coming to Congress. Greenbacks were published and immediately released in 1862, to help finance the war. The government also issued bonds as a revenue generator.
