check the horn relay or the horn itself!
must CHECK HORN RELAY IN ENGINE COMPARTMENT SEEK A RELAY DIAGRAM BUT FOR MEMORY I BELIEVE IS THE NO. 4 RELAY. I CAN NO GIVE YOU AN ANSWER REGADING THE STEERING WHELL CONTROL.
I'd first check the fuse box. There may be one labeled HORN.

I have had both issues as we.. Horn I got fixed a few years back by replacing the actual horn. Gas gauge seems to expensive to fix...
Could be the fuse or relay....if you drive through a lot of puddles it could be water in the horn.....has happened to me.....
A loose wire on a 98 Dodge Intrepid car horn will make it stop working. Another reason it may stop working is a blown fuse.

YOU HAVE AN OPEN CIRCUIT THATS WHY THE HORN STAYS ON .(ITS A WIRE THAT IS MAKING GROUND.) DO YOU HEAR A CLICK WHEN YOU PRESS THE HORN BUTTON?
