Make sure the back wash valve is in the right position. It needs to be in the "filter" position. Not the "closed" position. Also check to see that there were no plugs in the system when it was install -- did someone forget to remove them. Is there something blocking the return line(s)? Try back washing the filter. How dirty was the water when or before starting the pump? Are there any valves situated after the filter that may be turned off or closed? (After the filter = all Plumbing that goes from the filter back to the pool).
