It really sounds like the water pump has gone mate.... I have a 200 w 2ltr beelte and the same happened. they changed the termostat and within mins of driving 3 beeps and red light I changed the pump and all is ok, its because they have plastic propellers in them and they crack and stop water being pumped. I paid £90 fitted and all is good. Well I sat that but I still cannot clear the engine check light despite trips to the VW Garage! but that is another story!!
It could be that the thermostat is stuck open.
Follow top radiator hose to the engine & you will find it
You may have the thermostat in backwards. The spring side of the thermostat faces into the engine.

Just follow the bottom radiator hose from the from the radiator to where it connects to the engine, that is where it is located, in a plastic housing
Follow the top radiator hose to the engine. You have just found the thermostat housing. Remove the 2 bolts and replace the thermostat and gasket if your engine uses a gasket. Be sure to note the orientation of the original thermostat before removing it.
Your thermostat is probably stuck open - quite common - had to have my thermostat changed for the same reason (Helpfull)

Thermostat is on the right had side of the engine (passenger side) as you face the engine. It fits in horizontally (below distrubtor). It is difficult to reach. MAKE SURE YOU BUY A THERMOSTAT WITH A GASKET!!. I changed one, 3 hour job..

The 2003 Subaru thermostat is located inside of the thermostat housing, on the front of the engine. The thermostat will be near the bottom of the engine.
When you start the engine, the thermostat is closed. After the coolant warms up the thermostat begins to open up allowing coolant to flow thru the raditor. When first started the temp will go a little past what the thermostat is set to open at. After the water begins to flow thru the radiator, the temp will fall to whatever the thermostat is set at. The thermostat holds the coolant in the engine until it warms up. As soon as the engine is warm, the thermostat opens allowing cold coolant outside the engine to mix with warm coolant. The temp drops, the thermostat closes again, until all the coolant is warm.
You can find the thermostat on the front of the engine. The thermostat will be inside of the thermostat housing.

The engine serial number on a 2.0 new Beetle engine is located on the crankcase. It is at the alternator support flange.
