Those are the Nascar officials, they are not crew members. They are there to make sure the pit stop goes according to the rulebook. Their job is to make sure the car is serviced inside the pitstall. Also, they make sure that all lug nuts are in place, if not, the driver will have to come back in. Equipment leaving the pit area, such as wrenches and jacks still being attached to the car when exiting will result in a stop and go penalty.
