You could ask the person that "What would the other person answer if I ask him the road to heaven". Whatever the answer or the road he points to, take the other road.

Case 1: If you ask the one who always speaks the truth, he would say that the other community guy would lie and show you the wrong road.

Case 2: If you ask the one who always lies, he would lie and say that the truthful person would choose the one that is the wrong road as well.

So, in either case, the road either person would show you is the wrong road, so take the other road.

A Way Around It (that probably would not work):

The 2 people do not know you and you know that one always lies and the other always tells the truth. Ask them both a question to which neither one could know the truth and the answer must be a "yes" or "no", such as, "Do you know what really, really irritates me?" or "Do you know the name of my first pet?"

The one that always lies, not knowing the answer, would lie and say "Yes", while the one that always tells the truth would say "No". Having determined which is the liar and having used your only question, you say (not ask a question because you were only allowed one question, but the riddle said nothing about non-questions), "Point to the road to Heaven." The one you know is the liar will point to the road to Hell and the honest one will point to the road to Heaven - the road you will follow.

Just ask yourself - what's neither in heaven nor in hell? By asking yourself that it becomes obvious really fast that you can't really say for certain what exactly is in heaven OR hell. The only thing you really know that'll be in either place is...(drumroll)
