The penis can be mutilated at any time . many are done the day after birth or in the case of Jews 8 days after birth some are done at the beginning of puberty. most are done as a result of religious or cultural pressure while some are are done ostensibly for reasons of health or hygiene. there is no reasonable reason for circumcision. and it is usually committed on children who have no choice in the procedure. most sane men would refuse to have such a thing done to themselves. It is far easier to mete out pain and mutilation then to take it yourself.
