There is no time limit on how far back the Federal government can go on a background check. Any criminal conviction can be looked at no matter how long ago it was.
A delegated power is given by the national government. A reserved power is reserved specifically for a state. And a concurrent power is given by both a state and the national government. I'm pretty sure this is right.
The Constitution set up a strong federal government. To keep the government from becoming too powerful, the farmers relied on Montesquieu's idea of the separation of powers. In the constitution, they created three branches of government and then defined the powers of each. Separation of powers limits the government by making sure that one person or a small group of people can't totally ruin everything by themselves. For instance, if the United States had a President but no Congress, then the President could just make the laws that he wanted, and send the army to enforce them. Because he has to work with congress, his power is limited, and laws are usually a compromise. The same thing with the Supreme Court. They interpret the law, but if there was no president or congress, then they could decide everything themselves, declare war, make new laws depending on what they wanted, etc. Because there are separate powers given to three different groups, each of them can balance things out if one of the groups tries to go too far.
The states demanded that the powers of the federal government be limited go into the Constitution. The Bill of Rights limits these powers.
The principle of limited federal government. More precisely the constitution does give the federal government the power to purchase new territory and clearly states that all powers not listed as belonging to Congress are reserved to the states.

The authority to create a Federal law is all traced back to the Constitution. In some cases people feel that the Federal government has greatly overstretched their powers and created laws that they shouldn't. When there are controversies, they go to the Supreme Court for resolution.

Attorneys who work for the federal government only have one client and that client is the government. Federal attorneys are lawyers for the government. A regular united states citizen cannot be represent by a federal attorney.
