We examine trends in state aid for education and overall education spending and decompose the existing drivers behind growing state costs. Schools were limited through the 1800's and classes were usually taught by males. At the turn of the century, education was not provided to all. Unfortunately, the discrimination was not only racial, but economical, and females were not considered very bright. Children with mental and physical disabilities could be refused an education.
