All the document did was to "free the slaves" in the states in rebellion. While to many this may seem to be one in the same, it is actually not. There were still three slave states in the Union during the course of the war. In the context of the proclamation, the Confederate campaign that was halted at Antietam was called the Maryland Campaign. It was the Confederate goal to bring the slave state of Maryland into the Confederacy.
