check the turn signal flasher unit itself, believe turn and emergency flasher are the same on the camery. good luck
Replace the whole arm on the steering column. Its a switch as well! He's right, these cars are known for steering column issues related to signals and horn.
I would check the switch inside the steering column.
The button that turns the flashers on is located on the steering column directly behind the steering wheel. It is located on the top or bottom right depending on model. The flashers themselves are your turn signals working in unision.

There are 2 one under the dash near the steering column for the turn signals one under the glove box for the emergency flashers (switch in glove box)

No turn signals are not by law required, as long as you have your headlight, brake light, and you know the hand signals for turning on a bike than you don't need flashers. But if you're not using flashers, you are still required to use hand signals

Our 97 Sable turn signals quit once and luckily I pushed the emergency flasher button in and out many times and the signals have worked ever since. I have a '92 Dynasty and the turn signals quit working. The manual said that this happens because of a burnt-out bulb somewhere. Did you check those?
The flashers are the same bulb as the turn signals, are you asking about the flash relay?
Look at the relay for the flashers, that should fix your problem.

The flasher is mounted just to the left of the steering column. The turn signal and emergency flashers are built together on this model.
I have a 1999 w3500 turn signals would not work. Tried about everything to fix. Found the problem was the switch in the steering column, blew it out with an air hose and it work perfect now.
Up under the dash over the steering wheel left side. The upper one is the turn signals and lower one is for the flashers.
