These are commonly known as pop-up ads. They are opened by advertising web scripts embedded into webpages. There are also pop-unders, which open and minimize or don't draw you away from the main page. Most modern pop-up blockers and browsers can block pop-ups, but if they are launched using Adobe Flash scripts rather than Javascript, they can be more plentiful in occurrence since most pop-up blockers only block Javascript ads.
