Because they are closer to the surface. There could be other reasons.
First, start with an exercise. You can do this by putting arms straight up, and flexing hands back and forth. Next, soak your hands in warm water for at least five to six minutes every day. Put moist (not oily) body cream on arms\hands. My mum always said five drops of cream is enough. Do not over do it.
Usually its because the blood flow to your hands/arms is restricted and they have to put more pressure to get through. This causes the rest of the vein to bulge out, to form more pressure. It can also happen during when being used heavily in a workout etc. That's because the blood flow must be drastically increased to meet the effort being done by the hands/arms so they veins start to bulge out to accommodate the extra blood flow.
It is nothing to be concerned about, it happens to everybody, and it doesnt mean anything. It happens because blood is being pumped through it.

There is nothing different about the veins in their arms. It's actually dependant on how pale their skin is. The paler your skin is, the clearer you can see the veins in your arms, apart from that, there is no difference between people with "veiny" arms and "non-veiny" arms.
