Not yet. The Garabandal Events are still under investigation by the Vatican. The prophecies have yet to be fulfilled, which consists of the "Warning," the "Miracle," and the "Great Sign," and then the approval will come. Garabandal is not condemned and people can go there on pilgrimage. Priests can celebrate mass and hear confessions too.

I don't know if it will happen but the visionaries put themselves on the spot if it was not true. I cannot imagine someone making such a claim if they were faking. I mean after all Joey is not a young man, is older than Conchita. He jokes that if God does not cure him soon, he's going to need glasses when he finally does get his new eyes!
The events at Garbandal are only indirectly related to those at Medjugorje, as well as those at Fatima, Lourdes and elsewhere, in that claims are made that the virgin Mary appeared to young children, usually to leave a message. The Church's attitude to events such as these is one of caution, lest circumstances around the claims bring discredit on the Church, either through evidence of scandal or the possibility that the Church will eventually be embarrassed by contrary evidence. If the claims made at such a site are unlikely to bring discredit and can be useful for raising awareness of the faith or even just for raising revenue, then the Church is likely to move cautiously towards accepting that the apparitions are real. Otherwise the Church will issue warnings against believing claims that may be identical in most respects to those accepted at other sites.The Church has responded positively to the claims made about Garabandal, but not to the claims made about Medjugorje.
