Leap years are always evenly divisible by 4, except for years ending in "00" which also have to be divisible by 400 in order to have 366 days. The extra day in a leap year is caused because the Earth takes about 365.24 days to circle the Sun, and the leap days minimize the difference between our calendars and the orbital positions of the Earth.
