In short ... Yes!

The American military in 1962 during the cold war decided that they wanted a computer system which would resist a major service outage and still remain functional. The Advanced Research Projects Agency employedthe US Universities to assist in the design to develop a network which would resist such an event. This lead to the development of a protocol which was capable of changing it's routes inreal timetoavoidpathways which were destroyed.

Note:

There is a common misconception that it was designed to resist nuclear attack, but thatwasn'tin the brief even though the end result actually achieved that.


At the time computer networks utilised a system which was serial in nature. In other words only one computer call talk down a phone line or network cable at one time. ArpaNet developed a system called packet switching where each chunk of data was divided into "Packets" Each packet had the routing information embedded around the data. Then packets from different machines could be sent on a single wire by a system called C.M.S.A (carrier sense multiple access). They called the Transport control Protocol.


As an added bonus, the packetisation of the data didn't affect the information contained within the packet. Therefore once the packet arrived at its destination, the encapsulation could be stripped away and the packets reassembled into it'soriginaldata stream.


This mean that even if the data was a totally different language to the protocol that carried it It could be reconnected to the network at the destination and continue on it's way unaffected by traversing a foreign system. This meant that different networks could become inter-connected networks. Which became known as the INTER-NET which is what you are using to read this message. transport control protocol when added to the encapsulation of I*NET became TCP/iP or transport control protocol / internet protocol.


Of Course there were many other developments like the Would wide web berners-lee et al. but they are beyond the scope of this brief overview.
