Hitler was a strong and effective ruler. His intentions were to "eliminate" the Jewish race. His plan started of with getting the German "full-bloods" to ignore the Jews or people with Jewish ancestry. People later started creating Propaganda to go against the Jews. The last steps of Hitler's plan was called "The Final Solution" which lead to the deaths of millions of Jews. People believed Hitler was right. So you could say he was a strong leader, but i wouldn't say effective because at the time Germany was in World War II and they were losing, and trough all of this chaos, he commited suicide.

Hitler was a strong dictator in the sense that everybody followed his rules and his aloofness allowed the reinforcement of his superiority. The fact that he gained such loyal followers seems to suggest that he was strong, but how far does this go externally? Outside internal 'government' Goebbels controlled propaganda which cretaed the god-like image of Hitler gaining his support. Also Himmler controlled opponents which allowed the Nazi party to establish itself. Therefore the fcat that his lieutenatnts controlled many departments for him seems to suggest he was weak. Also the fact that he was detached from government and did not make all the decisions, leading to the polycratic and chaotic system of the governent, could be called a weakness.

Hitler was evil, but he was an effective leader, who managed to control the largest country in Europe almost single-handed with very little dissent within Germany.
