Not really. During the Era of Ancient Greece, the city-states were not united in anything other than local alliances. As a result, Athens was only the capital of the Attica region. Corinth, Thebes, Delphi, Sparta, and numerous other city-states were wholly independent politically from Athens. The idea of a united Greece is a much more recent idea that comes out of a restoration of the Byzantine Empire.
