No it wasn't, but they were very friendly "allies".

Between November 1939 and March 1940, Finland fought a war against the Soviet Union, often called the Winter War. The Soviets wanted a bigger buffer zone between Finland and Leningrad (formerly and now again St. Petersburg); Finland refused to give up the land and the Soviets invaded. However the Soviet Army was crippled by Stalin's 1937 "Great Purge" which resulted in thousands of executed high ranking officers; and the Finnish military had the advantage of defending its own territory. Finland was very successful in the war, but eventually had to come to peace talks. In the treaty ending the war, Finland agreed to surrender the territory that the Soviets had demanded.

After the war, Finland (probably correctly) feared there would eventually be another war with the Soviets, so they began looking for allies elsewhere. Britain and France were already fighting World War II against Germany so they could not help; France was occupied by Germany in May 1940, permanently ending any effort they could have provided.

However, Germany, looking to secure northern Europe from British meddling (Germany had invaded Norway and Denmark just before invading France), was willing to negotiate. Finland and Germany eventually came to an informal alliance, and German troops were stationed in Finland in preparation for Operation Barbarossa, Germany's 1941 invasion of Soviet Russia. Finland was still angry at the Soviets for defeating them in the Winter War, and participated as a "Co-Belligerent" (instead of as a full "ally") in the invasion of the Soviet Union.

When Germany invaded the Soviet Union in 1941, Finland helped. The Finnish government wanted to get revenge for the Winter War, so they not only helped Germany, but invaded too, and even assisted at the brutal Siege of Leningrad. However, once Germany started losing the war, so did Finland. Finland was able to negotiate a ceasefire with the Soviets, and even fought a small war against German troops who did not leave Finnish territory.
