Yes. In fact it is often used as an example of how man tries to fulfill God's plan for him in his own power and fails. Moses had to be humbled in the desert and learn to trust God before he could fulfill the plan to free his people from Egypt.

Edit: Yes, if you kill someone, that is a sin. Even if that person deserved it.
