Was Rome always the capital city?

No it was not. Formerly Italy had two capitals:

Turin from 1861 through 1865.

Florence from 1865 through 1871.

Rome became Capital on July 1, 1871.

Worth of noting is that:

After being sized by the Germans in September 1943, the provisional capital was Brindisi, from Sept. 1943 through February 1944 and then Salerno, from February through through June 1944.

Rome became again Capital of Italy after its liberation by the Allied Forces, in June 1944.

yes, it was. Now it is Italy`s capital. But it was not always so. From 402 until the "fall" of Rome in 476, the capital was moved to the Adriatic port city of Ravenna for security purposes.
