The colonists thought they were justified in dumping the tea, because the English were charging high taxes for it but the English didn't think they were justified obviously because they wanted more money from the taxes.
Yes and no. No, there was no law preventing people from dumping tea into Boston harbour, however, the tea didn't belong to the colonists and still was the property of the British merchants. So yes, it was theft of the tea and deliberate destruction of private property, so it was illegal, but not because of any legislation preventing the dumping of tea in the harbour but because they stole and destroyed the tea which didn't belong to them.
