Spain does not have a Prime Minister and a King. Spain has a Presidente del Gobierno (President of the Government) and a king. Having a President and a king is not bad for Spain.

And he allowed the British to do nuclear testing in Australia. Was he a bad prime minister? No. Was he an embarrassment and highly overrated? Yes. Opinion 2: Robert Menzies was and remains Australia's longest-serving Prime Minister. Were his policies poor or were he considered an embarrassment to Australia, he would not have continued to win elections.
