Also check the high and low pressure switches in the system. Be careful, as the 1998 and 1999A models used a sensor, rather than a pressure switch for at least one of the units. Shorting the sensor (the typical test for a switch) is bad news, and can cause damage to CCRM or ECU. (I found out the hard way, after taking the car to the local Firestone shop, which refused to cover damage that I could not prove. $600 for replaced ECU at dealer.)

Most all governors are located in the ECU/PCM of the vehicle. I believe that eclipse ECU's are located under hood. Once located, it would have to be removed properly and then chipped/flashed by a tuner.

As near as I can tell, it's located on the firewall, inside the car on the driver's side directly under the dash. I have never taken one out with the dash in, however I have read that it can be removed from underneath, providing you don't have very large arms and hands, lol.
