Under the steering column, by the brake petal, the 2nd fuse box is located there. This contains the fuse for the moon roof.
It must be. Check the fuse box. Each fuse box has a key page next to it explaining each fuse function.
In the fuse panel under the driver side of the dash : Fuse # 2 is a 20 amp fuse for the moonroof According to the 2005 Ford Explorer Owner Guide

On a 1998 Ford Explorer : In the Power Distribution Box ( which is " live " ) located in the engine compartment ( maxi fuse # 4 is a 30 amp maxi fuse for the power seat , power windows , and power moon roof )
In the fuse box
remove the screws from the swivel bracket that is attached to the roof to replace reverse the process

i have a 1998 ford contour and as far as i know there is no fuse for the moon roof. check the wiring and see if you have power going to it. it could not have power going to it or maybe the ground wire isn't connected right. it is also possible that the motor for it is just broke and needs to be replaced. but i would stat by check for power going to it. its cheaper!
