By law in the US the OBD II DLC (Data Link Connector) has to be within 18" of the steering column.
It's located under the driver's side instrument panel

The 1990 Mitsubishi does not have an air conditioning recharge line. The vehicle has an air conditioning recharge port. You can recharge your air conditioning system through the low pressure port on the air conditioning compressor.

if it is a stick shift you probably wont find it and you better take it to a mechanic if you think it is low
The OBD2 port is on the bottom of the dashboard, just to the side of the steering column.
Below the steering wheel. It will have 16-pin but not OBD2 compliant. You will need an adapter to convert the to OBD2. The engine (presumably) Mitsubishi 4G15 Efi which originally 12-pin. Proton did not use 12-pin but maintain the 16-pin where 4 pins are not used.
You can had air conditioning refrigerant to your 2000 Mitsubishi Montero through the low pressure port. You can find the low pressure port on top of the air conditioning compressor. You will need to connect your refrigerant bottle to the low pressure port.
By hooking up a OBD2 scan tool to the diagnostic port under the dash on the driver's side.
I don't believe you can do that with OBD2 systems.
