There is no such thing as a wooden saddle. But there are Wooden Saddle Forms, which you'll need if crafting a saddle.
You can make, or actually ask Rebecca to make, a Wooden Saddle Form whenever you want. Even if you haven't completed any quests at all.

There is no quest that you have to get a Wooden Saddle From to complete.
In order to make the wooden saddle form, you need to speak with Rebecca in Carrotton on Hare Isle. She will need 10 logs and one skinny branch. After you bring her these items and she has completed it, she will charge $300 for her work.
For a western saddle go to Tropicon on Jungle isle For an English saddle go to Witherton on Rider isle
For an English saddle pad, you will need 4 cloths, 10 pieces of cotton and 15 of either berries, dandilions, wildflowers, etc. For an English bridle, you will need 5 leather straplings, 2 small buckles and 1 English bit. As for a saddle, it's a litte more complicated. first you need to get a wooden saddle form crafted. This is done by an NPC that I can't seem to remember. You will also need a English saddle base (which is made FROM the saddle form), then craft an English girth, and then to make the saddle you will need 1 English saddle base, 1 English girth and 2 stirrups. *whew!* you can make all these on Rider. -GreatLeonandi, Pinto server

Saddles were made with wooden trees. Then, leather was use to make the seats, stirrups, and the girth. This is still the way many saddles today are made. They took a long time to make.

You can make two types of tack: English and Western. You can craft English tack (bridles, saddles, and saddle pads) in Witherton. And Jungle Isle's craft shop has the Western crafting section. It will have directions on what you need for each item.

I had that problem once but the thing is you can't make one you have to a dudgeon and loot a saddle.

you can't make a saddle. The only way to get one is by finding it in a dungeon chest or by using a cheat/mod to get one.
