Normally, it would be in Kanto, in Fuchisa city. But in Heartgold soulsilver etc. it moved. So now you go to Cianwood and in a cave ( above chucks Gym). At the end of 2 or 3 water plus land routes, you'll see the Safari Zone Gate.
