The Kansas - Nebraska Act of 1854 was seen as a solution in determining whether US territories would be slave States or free States upon achieving Statehood. The Act basically had citizens in the territories vote to either be free of slavery or to be slave states upon entering the Union.
Illinois Senator Stephen A. Douglas believed he had the solution to decide whether states would be slave states or free states. It was his good intent that developed the Kansas-Nebraska Act of 1854. Part of this law included the Fugitive Slave Act. This made slavery a national issue.
